The New Challenges of the Summer

As summer approaches, municipalities face a challenge, recent for all, new for some: the management of the maritime public domain.

2021 marks the end of the adjustment period foreseen for the transfer of competences for the management of beaches, be they maritime, fluvial and lacustrine beaches consigned in the DL no. 97/2018.

The municipalities now have within their scope of responsibility, activities such as cleaning and collection of waste, maintenance, conservation and management of basic sanitation, water supply, energy and communications infrastructures, but also beach equipment and supports, equipment and support for pedestrian and road circulation, as well as managing equipment, supply of goods and services, and sports and recreational practices. They are responsible for the repair and maintenance of the sea wall and pilings; for ensuring assistance to bathers; for supervising and instituting and deciding administrative infraction proceedings.

Solution: greater operational efficiency, greater knowledge of the citizen

These (new) responsibilities require an increased capacity to deal with new requests and processes. Municipalities have received and started to manage all the processes concerning them, from a request for a licence to sell Berlin balls on the beach, to the management of any problem that occurs. The generation of revenue, namely through the issuing of licence controls, is a key issue in this process. But it is up to each municipality to organise itself in such a way as to guarantee the capture of additional revenue, which will enable it to meet the new costs (of cleaning, maintenance, etc…).

For many municipalities, the response to this challenge necessarily involves an increase in their operational efficiency, as they will seek to do more and better with existing resources, or with minimal variations in resources.

But, in a year like 2021, when we all look forward to enjoying these leisure areas par excellence, after 1 year of pandemic and two general confinements, the effective management of beaches requires greater proximity to the population, to know and solve their most pressing problems, but also their needs and desires, preparing a new future.
